NEW YORK— The Outer Critics Circle, the official organization of writers on the New York theatre for out-of-town newspapers, national publications and other media beyond Broadway, gave top honors this year for lighting and set design to Rick Fisher, LD for Billy Elliot the Musical and Tim Hatley, set designer for Shrek the Musical.
