It used to be that you either wanted a hazy mist on stage to augment light beams or billowing fog effects for masking the performers. But atmospheric engineering has grown leaps and bounds in the last two years alone. There are hybrid machines that do both. They make attachments for foggers that force them to emit just low lying fog. The latest edition is the faux cryo machines that can blast jets of steam like smoke vertically.
